A retired former Acting Registrar of the Federal College of Education (FCE), Yola, Adamawa state Yahya Hammanyaji Jada is to face an investigative panel constituted by the Federal College of Education Yola, Governing Council which has been ordered to investigate allegations of issuance of Fake employment letters, The Ear Witness has learned. The investigative panel as constituted has been given two weeks with effect from 31st of March to April 6th, 2022 to scrutinize the circumstances surrounding the alleged report said to have been published in an online report (not The Ear Witness) on alleged employment racketeering in the institution involving about One thousand (1,000) ‘Paying applicants.’
The Ear witness has reliably gathered that Council, angered by the refusal of the retired Acting Registrar to honour invitation by the College Governing Council to give detailed explanation bordering on allegation of issuance and documentation of about 1,000 alleged unapproved employment letters. The Governing Board is also concerned over refusal by the retired former Acting Registrar to hand over all documents that related to the controversial employment and that he has allegedly continued to issue additional 60 backdated employment letters barely few weeks before his retirement, even in the presence of a substantive College Registrar. The Retired Former Acting Registrar, Yahya Hammanyaji Jada who failed to appear before the council on health ground has admitted the issuance and documentation of unapproved and Employment Letters to unsuspecting members of the public during his tenure as Acting Registrar of the College in the said staff recruitment exercise which began in 2020, it was also gathered.
The retired former Acting Registrar, who earlier dismissed the employment saga as “mere allegation” however confirmed the allegation in a signed report which he forwarded to the College Governing Council which our Correspondent intercepted quoted as saying, “Along the line, my signature was forged and appointment letters were issued and documented with ID Cards issued.” It was also gathered that the Governing Council in its wisdom to unravel the number of persons involved in the said employment racketeering asked Yahya Jada to provide lists of persons especially staff of the College that were engaged in the processing of the 2020 FCE Yola Adamawa state alleged fake employment and that he should provide evidence of waivers if any and the reasons why the Biometric data capturing of the employment victims which is the responsibility of Integrated payroll officers that program Federal Government employees in the IPPS scheme with the administering agencies based at Federal Capital Territory, Abuja, since the College doesn’t pay salary of staff direct by its management.
Our reporter learnt that the one thousand victims who were issued Fake employment Letters since 2020 to date have not been paid any salary or allowance as the institution is at cross road on how best to accommodate them having not received administrative advice from the retired Acting Registrar, who it had mandate at its March 31st 2022 Governing Council meeting to address key conflicting issues surrounding the fate of the victims whether they should be absolved in the personnel list of the college which already has about same legitimate numerical strength in its payroll. When Johnson Blo Malgwa, the Acting Provost of the College was contacted for comments on the controversial employment saga he declined comment saying that the Governing Council had already scheduled a meeting on Thursday, 31st of March, 2022 and that the issues being raised by the journalist shall constitute top agenda in the said meeting.
Earlier Dr. Uwaga Uno Nelson the Chairman Governing Council was contacted on telephone but was not responsive and never answered questions raised via short message services (sms) sent to him relating to the actions taken by his Governing Council. Other members of the College management team were contacted via telephone including Mal. Gidado Ahmed, the substantive Registrar who declined comments that he was not competent to respond to enquiries even though he’s aware about the allegations raised by the journalist concerning the actions attributed to his predecessor Yahya H. Jada.
Our reporter gathered that before 17th of February, 2022 a 3-man team comprising the Acting Provost, Substantive Registrar and the Director, Special Duties were directed by the Governing Council to travel to meet the Desk Officers at Office of Head of Civil Service of the Federation on 2022 Manpower Defense and Authorized Vacancies for the year with intention to ascertain the status of the Waiver for the 2020 Recruitment since the Director of Special Service had few weeks to retire from service but Yahya H. Jada surreptitiously evaded the trip to Abuja until his retirement from office in the month of March, 2022. This reporter also contacted the Desk office of IPPS Abuja to confirm whether the biometric data capture of the affected victims of the 2020 recruitment exercise had been done in accordance with laid down Civil Service rules but the busy office was not able to respond to our enquiries.
While Yahya H. Jada who refused to take up questions raised by the journalist concerning Waiver and advertisement of the Vacancies in national newspapers and other media organs in line with Procurement rules of engagement of Federal Civil Services, he returned the telephone call with the excuse that he was bereaved having lost a relation. Already there is an existing action by some of the victims of the said employment racketeering to take legal procedure in seeking redress in the law court which some Non-Governmental Organizations, NGO have set in motion.
