The All Progressives Congress Rivers state chapter led Caretaker Committee Chairman and Rivers state representative in the Governing Board of Niger Delta Development Commission-NDDC, Honourable Chief Tony Okocha DSSRS, KSc Jp on Tuesday 12th of March, 2024 addressed the Media on key issues pertaining to the political development in Rivers state. Worried by the alleged inaction of Governor Siminialayi Fubara’s 9-Months administration, Honourable Chief Tony Okocha described the incumbent Rivers state Governor as a despot and Sole administrator who since December 11th 2023 refused to conduct State Executive Council meetings from where policies and programmes of government would be given legal cum administrative backing in accordance to the principles of good governance which he allegedly lacks
Speaking to journalists at APC State Secretariat at Plot 268 Aba Expressway, Port Harcourt, Honourable Chief Okocha accused Rivers state Governor Fubara of engaging in a state-wide Supreme Court victory ‘Thanksgiving’ activity with state funds of over N150m spent per Local Government Area using conglomerate of political contractors in executing such in the name of Thanksgiving. He accused Gov. Fubara of contracting Rivers state women who glad in half nudity display of shoring support for Governor Fubara an act he described as despicable while asking Governor Fubara to apologize to Rivers people for such action. The APC Rivers state Caretaker Committee Chairman spoke against lack of proactive measures set up by the Rivers state Governor to alleviate the economic hardship in the state as what is happening in Nigeria is a global phenomenon as the United Kingdom government is in economic recession now. To this development he said Niger state Governor is busy implementing measures to alleviate the effects of economic hardship in his state as he asked “Can this state claim to have more money than Rivers state and What has happened to the resources of Rivers state from June 2023 to February 2024?”
In the quest to verify how Governor Siminialayi’s administration has turned that of a Sole administrator, he said “After the 11th of December, 2023 State Executive Council meeting, he has not held any State Executive Council meeting which is the one to approve policies and projects. The Governor is now a despot and a Totalitarian. That the 30 members out of 32 members of Rivers state House of Assembly now has one dead and one resigned from the Assembly, the Governor is not working with them in tandem with his not working with the Commissioners as members of the state Executive arm of Government and he doesn’t work with the Local government Councils Chairmen whose emoluments is allegedly withheld by the Governor.”


The APC Rivers state chieftain alleged that over 10 % of Internally Generated revenue is owed the Local Government Councils which is statutory and meant for allocation to Local Government Councils and hasn’t been paid to the LGC. The Governor is in breach of this, he said, as he is also at war with members of his own political party Peoples Democratic party PDP.
On the election of Local Government Council Chairmen and Councillors, Chief Okocha said “The Governor is in breach of the Laws of Rivers state Local Government Administration that the same law says within 90-days to the expiration of the current LGC administration that Rivers state Independent Electoral Commission RVSIEC, should organize Local Government elections and a list of activities published as the current LGC administration expires in June, 2024.
Chief Okocha accused Rivers state Governor Fubara of planning to establish Caretaker Committee (Acting) Chairmen as he is planning to use HPMs, Head of Personnel and Management in the Local Government Areas, He alleged that If Gov. Fubara appoints Caretaker Committee Chairmen, that Rivers state House of Assembly will screen them and that as he lacks the cooperation with Rivers state House of Assembly, he won’t do that.” He queried “We’re ready for election but If APC of today were to be APC that will boycott elections, Governor would have organized election

As a critical stakeholder in Rivers state projects, what are your views about the achievements of Gov. Siminialayi Fubara in the last 10-months of his administration?
Governor Fubara has achieved absolutely nothing. What he has achieved is the jamborees he does every week as far as I am concerned, they tagged it “Thanksgiving”. His team visit two LGAs on Saturday and Sunday and as far as I am concerned, they tagged it Thanksgiving and I am wondering what they are Thanking and who they are Thanking and for what reason That’s the only achievement that can be ascribed to Sim Fubara for nearly one year in office just like you noted by May 29th he will be one year in office. Every successive government in Africa will necessarily struggle to have something to show within 100-Days that’s what they use to show and celebrate 100-days in office. You live in Rivers state. I don’t know whether they celebrated 100-Days in Office? The answer is capital no. In Amaechi’s time we celebrated nearly 360 Health Centres within 100-Days, some schools too. He didn’t go out I think some commissioners like Dr. Sampson Parker the then Commissioner For Health went out doing supervision within 100-Days in Office.( And there were some journals indicating some locations of such projects) Now Wike’s tenure would have been the worst because Wike’s administration inherited an empty treasury from us because I served in that government and in fact, my boss then boosted in the church that “Wike will not be able to pay salaries” we were all in this state. Why was he saying all that? There was no money in the coffers of the state. What happened was the allocation that was accruing to Rivers state then, had dwindled in the twilight of President Jonathan’s administration our allocation dropped drastically but didn’t Wike celebrate 100-Days in office with a horde of projects were commissioned? Now Wike even though I am not his appendage if you follow Wike’s administration you will find out that he was noted for projects largely that overtly there are other things he did like Health Centres but he was noted for Road infrastructure
But within the city centre?
Of course, where else are you going to construct the roads, are they going to be inside water? The people who are from those areas where they live. Is it not inside Port Harcourt? So, you give people what they need. It tells you that number one to number 12 Flyovers. Now the locations where these Flyovers are the governor that has just come on board will no longer go and demolish the Flyovers and begin to build new ones
So, one would have expected that he should have taken his own routes …Wike was prominent with Road Infrastructure and he was sobriquet as MR PROJECT, MR QUALITY PROJECTS Mr President (Muhammadu Buhari) gave him an award of Infrastructural Development Governor on Productivity. So, he carved a niche for himself.
Now, as Wike was leaving Office…let me also let you know that it was the first time in our history in fact it was the first time in the history of Rivers state for that I have seen succession from same political party to same political party that’s from the incumbent to a successor of his choice, Governor Rufus Ada George could not achieve it, Governor Odili could not achieve it Governor Amaechi could not achieve it. This was the first time we had a seamless succession and because of that there were no hanging fruits as there were projects that were 80 to 85 % into completion but the person coming to take over from him is the same thing as six and half a dozen. So, there will be no hanging fruit as it’s just something you put small money in and then bring it down and commission it in your name. Did you see any of these things? The Ring Road that you hear every day, is something that was conceptualized during Amaechi’s time, it was not even during Wike’s time. In Wike’s time they redesigned it In Amaechi’s tenure it didn’t take off from the ground. Sim has now come to take it up from where it was still on board his initial spirit of continuity doesn’t forget that it was Wike that went and Flagged it Off because there was a relationship at that time. It then tells you that but not a radical departure from what they already had in the drawing. And some people will say Oh! Sim is a first timer in office What of in Abia? How about the Governor of Akwa Ibom, apart from Lagos, Akwa Ibom is the second Industrialized state in Nigeria, second to Lagos Organizations, industrialized bodies go to Akwa Ibom for their Retreats because they have facilities, because they have amenities as their road infrastructure is equal to none. I was there when NDDC had a Retreat and because of the Retreat we scheduled our Board Meeting there and the two centres were Uyo and Ikot Ikpene. And the road from Uyo to Ikot Ikpene is more than 45 minutes’ drive naturally but because of how decent and how smooth there were not even one or small potholes on the road. Immediately after the NDDC Retreat I heard that the Federal Ministry of Finance went there to hold a Retreat. And when those Retreats hold there you will see that Small Medium Scales Enterprises SMEs will thrive, all the hotels, even brothels, even when you go to hospitality places like Night Clubs everywhere are jam-packed as people are spending money and it boosts the economy of the state. Here, tell me what Governor Sim is doing? A governor this is one of the reasons why I am engaging the Press tomorrow.
The Governor since December 10th 2023 has not held a State Executive Council meeting, State Executive Council meeting is not in the constitution but it has become a convention all over the world because its SEC that Commissioners approach to canvass their policies, the policies and programmes of individual Ministries. It comes in the forms of Memo to the Cabinet to approve. Then, the SEC is like a Club in the meeting, the Governor is the Chairman, the Deputy Chairman is the Deputy Governor and all of us who are the Commissioners, or Chief of staff, or Security Chiefs, Head of Service or Secretary To The Government or any Head of Parastatal that will be deemed necessary to be part of SEC are members of the State Executive Council cabinet. You will go and defend as you will either defend or modify or outrightly review it then the governor who is sitting there will then give his opinion based on preponderance responses from members of the SEC. Then at the end of the SEC Meeting for people to know that the Government is not a secret one, the Honourable Commissioner for Information will address the Press highlighting the key points discussed at SEC which will affect the masses.
Since the last SEC meeting in Rivers state was held on the 11th of December, 2023 and today is 11th, if it’s on the 11th then today makes it 3-months since the last SEC Meeting was held.
What are his fears for not holding SEC Meetings?
That’s the question you will ask him. The answer is incompetence. He is clueless. He’s rudderless.
Are his Commissioners not the ones who are going to help him do the job?
Let me tell you, you need to first and foremost be somebody that will exude confidence on yourself
Assuming he’s a Classroom Teacher who ought to know his subject well before facing his students or they will embarrass him with questions, is that what you mean?
Yes, you need to prepare yourself or else they throw you off balance because they will ask you questions otherwise, they will throw you off balance. The Governor has no clue, okay, he doesn’t have the courage and I challenged him recently and I said go and face the Press just like the Lagos State Governor Babajide Sanwo-Olu, Sanwo Olu called the Press for 3 hours and he was discussing Lagos’ economic policies and palliatives to cushion the effects of the economic downturn, yes he should face the press and tell Rivers people this is this or this that we can do. So, he’s unable to do that. He doesn’t even know what to do. Now what he’s comfortable about is Oh Rivers state who each week go to give Thanksgiving that they give him organic support meaning that they support him without being induced and can agree somebody telling us the blatant lie? No. The stage you mount live and real that will send out sound in the Public Address system …I am an event person mounting that stage will not take you more than ten million naira (N10m). How about the T-Shirts and Caps that they wear? Is that what you call inorganic or someone else is bringing the money? Let us know the person so that EFCC will look at the person’s source of funds. Inorganic, how? I have been Chief Of Staff and I know that when we have that kind of (events ) programmes in Rivers state not Thanksgiving Programmes we called it SAVE RIVERS MOVEMENT when we came face To-Face with Federal might, from 2012v to 2015 and we need to have an organization that will use because we cannot use state Government our argument was then that if you use state Government the sentiment will sway on how can a state government fight Federal Government so, we now localized it to let Rivers people own it, that was how we then had SAVE RIVERS MOVEMENT It was directly under my office. Rt. Honourable Igo Aguma was the state Coordinator of SAVE RIVERS MOVEMENT. Directly under my office. I know how much that was voted to do all the activities. But it was a noble cause then. We were saying Look you people cannot ex-communicate Rivers state of a Governor of a State that was elected by the constitution he had immunity and a Commissioner of Police CP Joseph Mbu was sent here who now said that he’s a Leopard that has come tame the Lion and he decided for us the route the Governor will pass in and out of Government House Port Harcourt. He comes to the State Security Council Meeting and arrogates to himself that he’s the Chairman of Security just for all manner of things. We had a scenario where there was an attempt to take away the Governor’s immunity while he’s in office. A Commissioner of Police tells you that he’s chief Security officer of the state. What does that mean? Now the Governor flew with our Aircraft and they ceased it. Just when they wanted to emasculate him and the Governor was going to Ekiti state to help campaign for his friend Kayode John Fayemi they turned him back as he was inside a vehicle. And he said that he was shouting that he was a Governor and their response was that the instruction was that you cannot pass here and that you must not get to Ekiti.
These are the reasons why we formed SAVE RIVERS MOVEMENT.
They went to Soku and hijacked 200 Oil and gas wells in Akuku Toru LGA in Rivers state and Revenue allocations were tied to the number of oil and gas wells in your state. Meanwhile they refused to absorb Soku into their LGA Soku was still in Akuku Toru in Rivers state but the oil and gas inside the ground were taken away to Bayelsa state. But the mineral resources underneath they said were on their own in Bayelsa state So, what is the essence of what they call Thanksgiving, who is thanking who and for what reason? SIM’s election and his Election Petition Tribunal up to Supreme Court of Nigeria cannot be as strong as Amaechi’s October 25th 2007 case as it was a miracle If it were SIM they could still be doing the Thanksgiving till today. Now look at Plateau state where PDP elected Governor Caleb Mannasseh Mutfwang where PDP lost at the lower court and lost at Court of Appeal which also included him and some members of plateau state House of Assembly he now gone to Supreme Court as his own case reached up to Supreme Court and he was return but the other lawmakers case ended at Court of Appeal and they were gone. Governor Caleb took to the Television and organized a Church service shown on a Television and Thanked God sang and prayed to God that was all he did. Instead of doing it every day throughout Plateau state. What was SIM’s case? The allegation was that he did not resign properly in the Civil service before contesting election. Lower court upheld that he resigned properly and the Court of appeal upheld it and the Supreme Court did what they should do and said he resigned properly, So, now who was after SIM’s case that he’s Thanking God for? Maybe somebody was after him to remove him, who? The lawyers that prosecuted that matter in the Election Petition Tribunal from lower court to Supreme Court were lawyers hired by Wike.

If somebody paid your school fees and you succeeded, why the excitement that you succeeded?
Not only that if the fear was that because they have started having this grouse for Wike now didn’t want him to succeed he can now use the Supreme Court to remove him but failed, Yes, he can even withdraw the lawyers or make the lawyers to make fatal mistakes that would have caused him to lose the case if Wike didn’t want him to remain as the Governor. He didn’t add one, they were the same lawyers that defended him from the Tribunal and they were hired by Wike and paid by Wike. Now, what is the excitement about? Every LGA that you go to for Thanksgiving you spent N150m.
Who gave you the figure of N150m being spent by Governor Sim at each Thanksgiving in the 23 LGAs in Rivers state?
Are we small children? I am a leader of an opposition political party, each Local Government Thanksgiving costs N150m tax payers’ money. Yes. It’s tax payers’ money. I say I am going to give you details that you will even think that I am conservative with the figures. No person that attended an event that does not take home at least N5,000 as we call it mobilization and demobilization will they disagree with me? So, you mean somebody will leave what he’ll do and come and clap for you and go home with nothing? No, I am in the business and I have been in the business as you can’t bring them like that and they go like that. How about the vehicle that came with them? Hiring a vehicle from Bori in khana LGA to Obio/Akpor here as people were coming to decamp from APC to PDP to hire a bus for a day from Ogoni to Obio/Akpor LGA is N77,000 for one bus, so, imagine that you’re hiring ten buses at N77,000 that’s seven hundred and seventy-seven thousand naira for a day. When they’re doing that, Port Harcourt is shut down as all the vehicles are there. When they’re doing this, they won’t talk to the press and the press will just go? Now you saw in one of their programmes how they mobilized women, if you look at those women, they’re poverty stricken and they were cladded half naked. It’s like they want to show that women are shoring up support for SIM. Is it to come half nude. These women were paid ten thousand naira each and they took advantage of the poverty situation of these women.
If your political party APC had won the 18th March, 2023 governorship election, what could you have achieved so far?
At least the party has a manifesto, the party or whoever that’s in Government would have followed party’s guidelines to enthrone good governance. There wouldn’t have been any fight intra that’s implosion, you know that when there’s in this internal power struggle it’s even easier for you to do a battle outside with a stranger than for you to do a battle inside. So, now what has happened is that the governor will now tell you that the governor is being distracted. I was even listening in an interview where he said if sacrificing his office will bring more peace that he’s ready to resign for Rivers state to have more peace, is Rivers state at war? Is he afraid and are there somethings that are pushing him to resign?
That’s what I don’t know. Is Rivers state at war? What is that thing that’s pushing him to attempt to resign which members of the public don’t know?
He’s still beating himself or he will tell us.
It still boils down to lack of self-confidence, is that true?
Exactly, it’s true, because if this is an impediment you move to cross that impediment but when you now say okay O O O for peace to reign oyaa nau if it means me resigning, it means that you have failed. So, the APC Government in Rivers state will enthrone people-oriented states. All the states as we speak even the ones under the cupboard are doing well …Look at Niger state, see what the Governor is doing. He bought more than one thousand tractors and acquired a very large expanse of land for agriculture. By the time you bring in one thousand tractors for farming you have taken one thousand people out of poverty. And there will be others that will have one kind of service and the other, you can now see how it cascades.
Local Government Election in Rivers state is coming soon, will Rivers state APC participate as the other faction led by Chief Emeka Bekee and Rt. Honourable Chibuike Amaechi refused to participate some time ago?
I have been a regular on radio and television. I have been consistent in the media urging the Governor to respect the Laws of Rivers state. Now the same law that empowers the state to appoint Chairman and members of State Independent electoral commission is the same law that prescribes their roles, the role of RVSIEC the same prescribes the powers of an incumbent Local Government Council RVSIEC is expected to publish the timetable and that Time table will stipulate activities and the apogee point of it is that election must hold within 30-days still within that 90-days. The Governor is already in breach and he doesn’t seem to border
Does his supervision of Local Government affairs via Local Government Service Commission not empower him to do so by way of interference in the affairs of the Local government administration?
No, he hasn’t such powers as the law says the same Local government Service Commission is also the creation of the law.
Which Rivers state House of assembly amended, is that so?
Yes, it’s so.
So, does the amendment remove the powers of the Governor from interfering with the affairs of the LGC, is that true?
Ehmmm that is the law as we speak. The National Assembly has passed a law on Local government autonomy as they are only waiting for the concurrence of the law as the state’s House of Assembly will also do the same. In that law they saw that RVSIEC being appendages of Government do the bidding of Government. So, National Assembly is saying remove that role from the state let the Independent National Electoral commission be the one that will conduct everything concerning Local Government election
I have told you that the Governor is directionless. A Governor that is a dagger drawn with his Assembly, how will he succeed? A governor that is not bold enough to convene a state Executive Council Meeting that he’s supposed to be chairman, how will he succeed?
How about the demolition of key legacy projects like the state House of assembly constructed by Sir Dr. Peter Odili’s administration, and the Celestine Omehia constructed multi-billion Shopping Mall along Aba Road, how has this been able to bring in peace and harmony in Rivers state polity?
Those are part of developmental strides of the Governor.
By way of demolition with taxpayer’s money gone down the drain?
Has he not done something? It is you now that will attach valid judgment to it, when you write and people read it they will be the one that will value judgement. I told you that states after states are churning out projects. I heard that Abia state is now having 24-hours of electricity, can they claim to have more money than Rivers state? Is it Lagos state that has now imbibed what we used to say about first world countries? People are industrializing and people are talking about food security in their various states and what is our own doing? That is my question.
During your period as Chief of Staff, the administration of Rt. Honourable Chibuike Amaechi had agricultural projects that guaranteed food security in the state which included Buguma Fish Farm and Ubima Fish Farm, what is your take on this for the current economic downturn in the state?
What all of us consider as an economic downturn is not peculiar to Nigeria, it is a global matter. I think you know that the United Kingdom is in recession and they are battling with the economy to come out of it. Now Nigeria first and foremost cannot be completely isolated. When Corona Virus came here didn’t it affect us? It is almost like an epidemic. Now in our own case again to localize it here it is not as a policy summersault. It is not as a result of a decision that the Government took. The only decision that the government took that everybody felt or some people are feeling that shook the economy was the removal of fuel subsidy. How was it affecting Nigerians positively? It’s very infinitesimal with the bourgeoisie eating fat and Mr. President removed it and ploughed the money back into the system. And I spoke to somebody yesterday and I said look ‘In my stay as Chief of Staff, the highest we got as a state from Federal allocation for a month was N6.8B from N25B it came down to N6.8B. Now people are coasting home with about 20-something to N30B yet there is nothing to show for it. Is it Mr President that will come down to the state that these monies are paid or to the Local Government that these monies are paid to, to tell them how they will use it? Are we not aware that Nigeria was almost betrothed to China? We were owed them heavily by the previous administration but what is this administration doing knocking off those debts so that we can be truly independent as a nation.
Leadership of APC in Rivers state, with your faction, and your former boss with Chief Emeka Beke, who is the actual leader of APC in Rivers state? National body dissolved the Emeka Beke faction, who is actually in control of APC here?

But they went to court to challenge the national body from dissolving their administration?
The reason why I said I will leave the answer to you is that you have already said that they’re dissolved. If a group is dissolved Until they are out of the country, they stand dissolved. I didn’t bargain to be part of party leadership anytime any day where I am today because I already have a job, I have a job. Now the National Executive Committee of any political party NEC, it is a body that makes laws for the party and their powers are elastic. In Rivers state we have a plethora of problems that camps I can remember vividly three camps inside APC then,
Which and which were the camps of APC as at then?
There’s Chibuike Rotimi Amaechi’s camp, that camp even visited the National Chairman twice. There was the group that Senator Magnus Abe was part of, then there was a group known as Renewed Hope which was the one I led. Now, the three of them at different times visited the national chairman of APC at Abuja, for the National Working Committee of the party to seek for validation and in one of the meetings I can recall something came up repeatedly and in literature they call it alliteration. And the chairman said that you people should not go and disturb the system. We will look at the matter and make a decision. He said so to all the groups that came as he didn’t take side with anybody.
Then, at last what happened?
What happened was that the NEC is not a spirit; they are humans and they also followed the trend. They ceded their power because they don’t sit regularly, they ceded their power to control parties at state level to National Working Committee-NWC who almost sit almost every week that they should take charge anything that can do to stabilize the party and wherever there was instability within the party that was how NWC looking at the gamut of problems and dissolved it.
Chief Emeka Beke led state leadership, wasn’t it?
And now constituted a 7-Member Caretaker Committee, which of course, took cognizance of the groups of the people that came and infused them together. I am Chairman and I belong to RENEWED HOPE camp, and Secretary Eric Nwibani belonged to Amaechi’s Camp, because he was a candidate for House of Representatives election then and Ikenga Chibuike who is the PRO of the party belonged to Pastor Tonye Cole’s camp.
So, Tonye Cole and His Excellency Chibuike Rotimi Amaechi were not in the same camp then?
My brother at one point everybody looked for himself . But to be fair to Amaechi even till tomorrow in all these issues he has never made any statement. You know Amaechi let me tell you one thing about him is that when he tells you that he will do this thing he will do it. If he says that he will not do this thing even with a knife on his neck he will not do it. Amaechi knew already that he had left APC because he worked with Alhaji Atiku for the Presidential election of 2023.

I am not making frivolous allegations. I have facts and figure s and you can go and ask him. I am in public space. I am aware that I am in the public domain. Okay, what was I coming all out to talk about Tinubu? His camp left Tinubu as he inaugurated his camp and it was the reason why Tonye Cole refused to campaign for Tinubu. He didn’t campaign for Tinubu because Amaechi’s camp left Tinubu. I have his results from his Polling unit. I meant Tonye Cole, he didn’t vote for Tinubu. Amaechi’s own is that he didn’t have any result from his polling unit as it was destroyed. That was one of the reasons why if I look at this man called SIM, after God is Wike. Then, after Wike I will count myself in.

Did you work with Wike to deliver Tinubu in Rivers state during the presidential election?
Yes, Wike worked with me to deliver President Tinubu in Rivers state. This is because I was in the APC and he was in the PDP, he came to Macedonia to help nau…

How what anti-party? Wike led G-5 and it got expanded to include 5 governors of PDP. Their grouse is that they said now that the Presidential candidate has emerged from the North, the Chairmanship of the party should come from the South and they maintained that and threw their windows open that let Senator Iyorchia Ayu resign and let a Southerner take over as National chairman of the party. In politics and in sharing, when the President sits down and the Vice President sits down the next person is the national Chairman of the party. So, you cannot take it all just give the national chairman so that we will have a voice in the sharing of things. In the administration of the incoming Government.
