FG, States, LG Councils Share N1.928trn From November FAAC Allocation as Revenues Dip

The Federation Account Allocation Committee (FAAC) has shared a total of ₦1.928 trillion among the three tiers of government as Federation Allocation for the month of November 2025, drawn from a gross revenue of ₦2.343 trillion. The allocation was approved at the committee’s December 2025 meeting, chaired by the Minister of State for Finance, Dr. Doris Uzoka-Anite.
From the distributable sum, the Federal Government received ₦747.159 billion, the 36 states shared ₦601.731 billion, while the 774 Local Government Councils got ₦445.266 billion. In addition, oil-producing states received ₦134.355 billion as derivation revenue, representing 13 per cent of mineral revenue. FAAC also approved ₦84.251 billion as cost of collection and ₦330.625 billion for transfers, interventions and refunds.

A communiqué issued at the end of the meeting showed that Value Added Tax (VAT) revenues declined significantly in November. Gross VAT revenue stood at ₦563.042 billion, compared with ₦719.827 billion in the preceding month, reflecting a decrease of ₦156.785 billion. From the VAT pool, ₦22.522 billion was deducted as cost of collection and ₦54.682 billion allocated for transfers, interventions and refunds. The balance of ₦485.838 billion was distributed, with the Federal Government receiving ₦72.876 billion, states ₦242.919 billion, and local governments ₦170.043 billion.

Similarly, gross statutory revenue for November came in at ₦1.736 trillion, representing a drop of ₦427.969 billion from the ₦2.164 trillion recorded in the previous month. From this amount, ₦59.993 billion was set aside for cost of collection, while ₦273.925 billion went to transfers, interventions and refunds. The remaining ₦1.403 trillion was shared with the Federal Government receiving ₦668.336 billion, states ₦338.989 billion, local governments ₦261.346 billion, and ₦134.355 billion allocated as derivation revenue to mineral-producing states.

The committee also distributed proceeds from the Electronic Money Transfer Levy (EMTL). A total of ₦43.400 billion was generated, from which the Federal Government received ₦5.947 billion, states ₦19.823 billion, and local governments ₦13.876 billion. Deductions included ₦1.736 billion for cost of collection and ₦2.018 billion for transfers, refunds and savings.
FAAC noted mixed performance across revenue lines during the month under review. While excise duty recorded a moderate increase, several major revenue heads—including Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), Company Income Tax (CIT) on upstream activities, CIT/Capital Gains Tax and Stamp Duties, oil and gas royalties, import duty, CET levies, VAT, EMTL and fees—posted substantial declines.
According to the communiqué, the ₦1.928 trillion shared for November 2025 was sourced from statutory revenue of ₦1.403 trillion, VAT of ₦485.838 billion, and ₦39.646 billion from EMTL, underscoring the continued pressure on federally collectible revenues amid broader economic challenges.
