The Federal Commissioner of National Population Commission NPC Dr. Ipalibo Macdonald Harry before his nomination into the NPC served as Chairman Rivers state Environmental Sanitation Authority now Rivers state Waste Management Agency, RIWAMA. He also was appointed Commissioner under the administration of Chibuike Rotimi Amaechi. He is a strong member of All PROGRESSIVES Congress Rivers State chapter. Dr. Ipalibo MacDonald Harry remained Chairman of a Committee in charge of the 2023 National Population and House Census before it was put in hold.
